The government will present the Budget Speech for the Financial Year 2026/27 on Thursday, June 11, 2026, as part of preparations to implement the country’s new development priorities.
The Minister of State for Finance, Planning and Economic Development, Henry Musasizi, on Tuesday laid the Draft Annual Budget Estimates of Revenue and Expenditure for the Financial Year 2026/27 before Parliament, outlining government’s spending priorities and economic focus for the coming year.
According to the minister, the draft budget is projected at Shs84.29 trillion and has been prepared under the theme “Full Monetization of the Ugandan Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.”
Musasizi said the budget aligns with the Fourth National Development Plan (NDP IV) and the government’s Tenfold Growth Strategy, and will be the first budget to implement the next National Resistance Movement (NRM) Manifesto for the period 2026/27 to 2030/31.

He noted that government has prioritized investments in key sectors including agro-industrialization, tourism development, mineral-based industrial development, and science, technology and innovation, including ICT and the creative arts industry under the ATMS framework.
The minister added that major expenditure drivers in the budget include continued investment in strategic infrastructure projects such as the Standard Gauge Railway, Meter Gauge Railway, Kampala–Jinja Expressway, construction and maintenance of critical roads, and electricity supply to industrial parks.
Government has also allocated funds to support Uganda’s preparations for AFCON 2027, as well as salary enhancements for primary school teachers, arts teachers in secondary schools, and instructors in Business, Technical and Vocational Education and Training (BTVET) institutions.
To finance the proposed budget, government has introduced tax policy measures worth Shs1.741 trillion, aimed at boosting domestic revenue and supporting economic growth.
The draft estimates will now be scrutinized by Parliament’s sectoral committees before the official Budget Speech is delivered in June.
The annual Budget Speech is expected to outline government’s final revenue and expenditure plans and set the country’s economic direction for the 2026/27 financial year.
