The National Planning Authority (NPA) has appointed Dr. Rogers Matte as the new Deputy Executive Director, filling the position that became vacant after the retirement of the former office holder. The appointment was officially announced on April 1 at the Authority’s offices in Kampala.
Dr. Matte is an experienced economist and public policy expert who has served the National Planning Authority in different roles over the years. Before this appointment, he worked as the Senior Manager for Research and Development Performance at NPA, where he was responsible for coordinating research, guiding policy analysis, and monitoring performance of development programmes. His work has contributed to strengthening planning and policy implementation within the Authority.
Dr. Matte also brings political and academic experience to the position. He previously served as Member of Parliament for Ntoroko County from 2001 to 2006, where he participated in national policy discussions and development planning. After his time in Parliament, he worked with the Population Secretariat, supporting the implementation of the National Population Policy and promoting sustainable population and development strategies. In addition, he has lectured macroeconomics at Kyambogo University, helping to shape young professionals in economics and public policy.
According to Charles Musana, the NPA Manager for Information, Advocacy and Public Relations, the appointment comes at an important time when the Authority is overseeing the implementation of major government development frameworks, including the Fourth National Development Plan and Vision 2040. He noted that Dr. Matte’s experience in research, policy, and leadership will help strengthen the institution’s work.
The National Planning Authority is responsible for coordinating development planning in Uganda and has recently expanded its mandate to include population and physical planning to support sustainable national growth.
In related changes, Winnie Nabiddo has been appointed Senior Manager for Research and Development Performance, along with other adjustments in planning, evaluation, and communications. Officials believe these new appointments will improve coordination and enhance Uganda’s long-term development agenda.
