Dr. Protazio Sande Appointed Acting IRA Chief Executive Officer

The Board of Directors of the Insurance Regulatory Authority of Uganda (IRA) has appointed Dr. Protazio Sande as the Acting Chief Executive Officer, effective June 1, 2026.

The appointment follows the expiry of the contract of Alhaj Dr. Kaddunabbi Ibrahim Lubega, who completed his term as Chief Executive Officer on May 31, 2026.

According to a statement issued by the Authority on Tuesday, Dr. Sande was appointed under Clause 6.11 (h) of the Human Capital Management Manual (2023). He currently serves as the Director of Strategy and Market Development at the regulator.

The Board said the appointment is aimed at ensuring continuity of operations and the effective execution of the Authority’s mandate during the transition period.

“Dr. Sande’s expertise, leadership and institutional knowledge will ensure effective leadership at the Authority, maintain stability and steer the growth of the insurance sector during the transition period,” the Board noted.

The Authority reassured stakeholders that its operations, regulatory functions and service delivery will continue uninterrupted as the process to fill the substantive position progresses.

Dr. Sande assumes leadership at a time when Uganda’s insurance industry continues to register steady growth, with increased efforts to deepen insurance penetration, strengthen consumer protection and promote financial inclusion.

The Board also paid tribute to Dr. Kaddunabbi for his contribution to the sector, citing his role in advancing insurance regulation, market development and policyholder protection during his tenure.

IRA Board Chairperson, CPA Keto Nyapendi Kayemba, thanked the outgoing CEO for his service and wished him success in his future assignments.

The Insurance Regulatory Authority is mandated to regulate, supervise and promote a sound, competitive and inclusive insurance sector in Uganda.
