Kampala — A new partnership between the Insurance Training College (ITC) and Service Cops Limited is set to drive innovation and digital transformation in Uganda’s insurance sector.
The two institutions on May 19 signed a five-year Memorandum of Understanding to establish the ITC–Service Cops Innovation Hub, an initiative aimed at equipping professionals with both insurance and technology skills.
The move comes at a time when Uganda’s insurance penetration remains low at about 1%, highlighting the urgent need for new approaches to improve accessibility, trust, and service delivery.
Speaking during the signing ceremony in Kampala, ITC Principal Saul Sseremba said the partnership marks a turning point for the industry.
“While innovation has long been discussed within the insurance sector, this collaboration represents a shift from conversation to action,” he noted, adding that the hub will play a critical role in addressing technological gaps and unlocking the sector’s potential.

Under the arrangement, the programme will run annually as a nine-month intensive training experience targeting professionals from both insurance and technology backgrounds. The initiative is expected to train between 50 and 100 participants over the five-year period.
Joseph Ndiho, the Executive Chairman of Service Cops Limited, said the partnership aligns with the company’s vision of strengthening innovation within the sector.
“This programme reflects our commitment to advancing insurance technology in Uganda and across Africa. We believe that increasing insurance penetration will largely depend on digitisation and the ability to deliver affordable, consumer-centred products,” he said.
Service Cops will take a lead role in funding the programme and providing enterprise-level technical training, including software development and digital financial solutions. ITC, on the other hand, will offer insurance-focused training, oversee curriculum development, certification, and coordinate with regulators such as the Insurance Regulatory Authority of Uganda to ensure industry alignment.
The hub will also support research, internships, and industry placements, creating opportunities for hands-on experience and collaboration.
Service Cops Managing Director Mathias Kamugasho described the initiative as a strategic investment in Africa’s insurance future.
“We are building a scalable model that will not only develop skilled professionals but also generate innovative insurance solutions that can be replicated across the continent,” he said.
Officials from both institutions indicated that the partnership will be reviewed at the end of the five-year period to assess its impact and determine the next steps.
The ITC–Service Cops Innovation Hub is expected to strengthen Uganda’s innovation ecosystem and accelerate the adoption of digital solutions in the insurance and wider financial services sector, ultimately improving insurance uptake across the country.
